During the walk‑through, Commissioner Rawat stressed that no case should linger without a legitimate cause. He instructed officials to hold regular hearings, adhere strictly to procedural timelines, and eliminate any avoidable holdups in pending matters.

Fast‑track land‑use applications (Section 143)

The officer ordered that all applications filed under Section 143, which pertain to land‑use conversions, be resolved within ten days, as prescribed by the rules. He highlighted the need for clear documentation and swift decision‑making to uphold public trust.

Mutation files under scrutiny

Commissioner Rawat expressed sharp disappointment after discovering that a majority of mutation files were being rejected on the 35th day of filing. He directed that the Tehsildar provide a detailed explanation for this pattern and reiterated that mutation cases must be examined and closed within the statutory period.

‘Khurra’ cases dragged for over two years

Long‑standing “Khurra” entries, some pending for more than two years, were also brought to the fore. The commissioner ordered the concerned Patwaris to submit explanations for these delays and to take immediate corrective action.

To prevent repeated trips by the public to government offices, the Divisional Commissioner instructed the Sub‑Divisional Magistrate (SDM) to monitor all pending cases at the tehsil level on a continuous basis. A group of local lawyers met the commissioner during the inspection, urging the appointment of an Ahlmad at the tehsil office. Rawat assured them that the posting would be prioritized and appealed to the legal fraternity to help raise awareness about mutation procedures among citizens.
